Controlled Data Sandbox to Drive Responsible AI and Medical Innovation
Marking landmark anniversaries for India’s premier public healthcare initiatives—eight years of AB PM-JAY and five years of ABDM—the Ministry of Health and Family Welfare rolled out next-generation digital architecture at Aarogya Manthan 2026. Inaugurated by Union Health Minister J.P. Nadda at Vigyan Bhawan, the national conference featured the launch of the Secure Data Environment (SDE) application, built by the National Health Authority (NHA) in collaboration with IISc Bengaluru.
Addressing delegates, Health Minister Nadda highlighted that ABDM has surpassed 97.8 crore Ayushman Bharat Health Account (ABHA) IDs, with over 121 crore digital health records successfully linked across 5.6 lakh registered healthcare facilities. The new SDE framework addresses a critical industry need: providing controlled academic and commercial access to health telemetry while preserving strict patient privacy protocols.
Overview: Key Specifications & Launches at Aarogya Manthan 2026
| Initiative / Platform | Developing Partners | Operational Core & Objectives |

Architectural Framework of the Secure Data Environment (SDE)
Designed to function as a "locked research environment," the SDE prevents data extraction while granting computational access. Instead of releasing raw databases to external researchers, approved entities are granted remote access to run analysis algorithms and AI models directly within isolated NHA server environments.
Secure Data Environment (SDE) Computational Workflow: ----------------------------------------------------- External Researcher Code ──> Vetted SDE Isolated Sandbox ──> Runs on Anonymized PM-JAY/ABDM Records ──> NHA Output Audit ──> Results ExportedKey technical features of the SDE architecture include:
De-identification Pipelines: Automatic scrubbing of Personal Identifiable Information (PII) before dataset mounting.
Code-In, Results-Out Protocol: Researchers bring their analytical scripts into the environment; only vetted, aggregated statistical outputs are cleared for export after NHA administrative review.
AI Training Sandboxes: Dedicated high-performance compute clusters enabling epidemiologists to build predictive diagnostic tools, track disease outbreaks, and measure treatment efficacy across 13 crore+ anonymized PM-JAY patient episodes.
Automated Claims Adjudication and Ecosystem Expansion
Alongside the SDE framework, the Ministry unveiled the Auto-Adjudication Framework for PM-JAY claims, intended to drastically cut claim approval timelines for empanelled hospitals through rule-based automated verification. Additionally, the launch of the National Healthcare Providers Registry (NHPR) mobile app and the National Health Claims Exchange (NHCX) implementation guide for insurers further unifies India's health-tech infrastructure.
The summit concluded with state recognition awards, honoring best-performing States and Union Territories—such as Chandigarh—for establishing comprehensive ABDM record-linking coverage across urban primary health centers.
